Support the Vermont Cannabis Equity Coalition's 2026 Legislative Priorities

Bill S.278 Campaign

Now is the time to act. This week, Senators are discussing Bill S.278, the leading cannabis legislation this year, and we want to strengthen the language for industry and community reinvestment, direct sales for producers, and include critical medical, consumption, expungement, and antitrust reforms.

We have 4 clear asks of the Senate Committee on Economic Development, Housing and General Affairs for Bill S.278:

Industry and Community Reinvestment – Strengthen the language in Section 29 of Bill S.278, including beginning to open up financial and technical assistance currently available to the broader farming community.

Direct Sales for Small Producers – Strengthen the permit language in Section 7 of Bill S.278 to increase its potential to capture market share and generate tax revenue, and center it around small producers.

Medical improvements – Add long-sought, systemic Medical Cannabis Program reforms, such as reestablishing a community-oriented oversight committee and moving conditions and symptom management under the Cannabis Control Board.

Increase Protections for Individuals and Businesses – Add the public consumption language in Bill S.275 into S.278, complete the work to expunge Vermonters cannabis records, which unfortunately remains outstanding, include antitrust language, and more.
